Cause

A incorrect Java version or a incorrect webbrowser

Solution

Java must be installed and the addon has to be enabled.

Internet Explorer 11 is required with 32-bits Java 7 or higher.
The button on java.com downloads 64-bit by default, the manual download allows you to download 32-bits (i586)
